
Basil C. Puglisi, MPA, is a Human-AI Collaboration Strategist and the author of Governing AI: When Capability Exceeds Control, published in November 2025. He created Factics, the method that pairs every fact with a tactic and a measurable outcome. He first stated it publicly at the Social Mobile Analytics Content Summit at NYXPO, Javits Center, in October 2012.

Basil also serves as volunteer Chair of the Enterprise and Ecosystem Accountability working group, Trust Stack Layer 5, at the Institute for Advertising Ethics. The IAE is a registered 501(c)(3) nonprofit educational foundation that works on ethical standards across advertising communications. Layer 5 owns the standard of proof, because a claim without a record is a marketing statement.
He holds a Master of Public Administration from Michigan State University. His papers, framework pages, and more than 1,000 articles published since 2009 live at basilpuglisi.com.
Where the Checkpoint Comes From
The checkpoint thinking behind that work comes from twelve years as a Port Authority Police Officer at LaGuardia Airport. There, every high-consequence decision ran through a defined point of authority and left a record behind it.

The CBS drama followed the Machine, a government AI built to collate every source of information and predict attacks.
